AEO certification: the status, the benefits, and how to apply
Companies that regularly trade internationally or transport goods across borders will sooner or later encounter the term AEO certification. But what exactly does it entail, what benefits does AEO status offer, and how do you apply for an AEO certificate? In this blog, you can read about it step by step.
What is AEO certification?
AEO stands for Authorised Economic Operator. It is an internationally recognised quality mark in the field of customs and supply chain security, issued by the national customs authority.
The AEO certificate is established in the Union Customs Code (UCC), the European customs legislation that applies to all EU member states. Companies with AEO status have demonstrably shown that their customs processes, financial administration, and security measures are in order. Netherlands Customs assesses applications and issues the authorisation.
More information about the AEO authorisation can also be found on the website of Netherlands Customs.
The three types of AEO certificate: AEO-C, AEO-S, and AEO-F
There are three variants of the AEO certificate, each with its own focus.
AEO-C – customs simplifications
The AEO-C authorisation (Customs) is aimed at companies that wish to make use of customs simplifications. This includes simplified customs declarations, faster processing, and fewer border controls. This type is particularly interesting for importers, exporters, and customs brokers.
AEO-S – safety and security
The AEO-S authorisation (Security) focuses on the safety and security of the supply chain. Companies with this certificate have demonstrably taken appropriate measures to secure their logistics chain against risks such as theft, smuggling, or terrorism. This type is relevant for carriers and storage companies.
AEO-F – full
The AEO-F authorisation (Full) combines both previous types. Companies that hold AEO-F meet both the criteria for customs simplifications and the requirements for safety and security. This is the most comprehensive form of AEO certification and provides the most benefits.

What are the benefits of AEO status?
AEO status offers concrete benefits for companies that trade internationally or procure transport.
Fewer customs controls
Companies with an AEO certificate are considered reliable economic operators by customs authorities. This translates into fewer physical and documentary controls at the border. This saves time and prevents delays in the supply chain.
Faster processing at border crossings
In the event of controls, AEO-certified companies receive priority treatment. This is particularly valuable for time-sensitive shipments.
Mutual recognition via MRA
Through so-called Mutual Recognition Agreements (MRAs), the European Union’s AEO status is recognised in several countries outside the EU, including the United States, Canada, Japan, China, and Switzerland. Companies trading with those countries also benefit from their AEO status outside Europe.
Stronger market position
An AEO certificate is a signal to customers, partners, and suppliers that your company takes compliance seriously and has its customs processes well in order. More and more large clients are requiring AEO certification from their logistics partners.
Better internal control and compliance
The AEO application process forces you to clearly map out your own processes, internal controls, and administration. Many companies find this to be a valuable side effect, independent of the authorisation itself.

The AEO criteria: which requirements must you meet?
To qualify for an AEO certificate, Netherlands Customs assesses your company against a set of fixed criteria. These are the so-called AEO criteria, established in the Union Customs Code.
Customs compliance
Your company must have a clean track record regarding customs legislation. Serious or repeated infringements will prevent an AEO application.
Administration and internal control
Your accounting and administrative systems must be transparent, accurate, and verifiable. Customs assesses whether your processes provide sufficient insight into goods flows and whether there are demonstrable internal controls.
Financial solvency
Your company must be financially healthy. A demonstrably poor financial situation or outstanding customs debts can block the application.
Practical competence
You must be able to demonstrate that the employees involved in customs-related activities have sufficient knowledge and experience.
Safety and security standards
(only for AEO-S and AEO-F) Companies applying for the security component must have taken demonstrable measures in the areas of physical security, access control, personnel screening, and chain security.
How do you apply for an AEO certificate?
An AEO application is processed through Netherlands Customs and consists of several steps.
Step 1 – Self-assessment
Before submitting a formal application, it is wise to perform a self-assessment based on the AEO criteria. Netherlands Customs provides a questionnaire for this purpose. This allows you to determine in advance whether your company is ready for the audit.
Step 2 – Submitting the application
The application is submitted via the customs client portal. You will need a valid EORI number for this. It is not possible to apply for an AEO authorisation without an EORI number.
Step 3 – Audit by Customs
After submission, Netherlands Customs performs a thorough audit. They assess your administration, processes, internal controls, and—for the security component—also the physical security measures.
Step 4 – Authorisation or rejection
Based on the audit, Customs decides whether the AEO certificate will be granted. In the event of a rejection, you will receive a justification and the opportunity to make adjustments.
How long does an AEO application take?
The statutory processing time for an AEO application is 120 calendar days after the submission of a complete application. In practice, this may take longer, depending on the complexity of your organisation and the level of preparation. Being well-prepared—with complete administration and detailed processes—significantly shortens the processing time.
AEO certification and the United Kingdom
Following Brexit, the United Kingdom is no longer part of the European Union and therefore no longer part of the EU AEO system. The UK has its own equivalent that offers similar benefits for companies trading with the UK.
There is currently no formal Mutual Recognition Agreement between the EU and the UK for AEO. This means that a European AEO certificate is not automatically recognised in the UK. Companies that trade structurally with the UK are advised to inform themselves about the possibilities on both sides of the border.

Is AEO certification mandatory?
No, an AEO certificate is not legally mandatory. It is a voluntary authorisation. Nevertheless, more and more companies are choosing to apply for AEO status because the benefits—fewer controls, faster border crossings, and a stronger market position—are significant in practice. Furthermore, large clients and international partners increasingly set AEO status as a requirement.
